Shine you black-light torch on the clothing item and see if it reacts under the light, while cupping your hands around it.

When you are choosing an outfit for a glow party, make sure it is either fluorescent or white. Brighter neon colors work the best. The safest bets would be fluorescent green, yellow, pink and orange.
